A crucial exception applies to passive cabling components that are intended to be permanently installed in buildings or civil engineering works. Since July 2017, such cables and components are subject to the EU Construction Products Regulation (CPR) No. 305/2011 and must be CE marked according to the harmonized standard EN 50575. CPR certificates are mandatory for network cables placed on the EU market that are intended to be permanently installed in buildings. They are a legal requirement under the EU Construction Products Regulation (CPR), which came into full effect on July 1, 2017.
The CPR certificate proves a cable meets the required fire safety performance as defined by the harmonized standard EN 50575:2014+A1:2016. This regulation applies to all types of cables—including power, control, communication, and optical fiber cables—that are permanently installed in buildings or civil engineering works.
Under EN 50575, cables are classified based on their reaction to fire, from Aca (highest performance) to Fca (lowest). For telecommunications and data cables, B2ca is often the highest realistically achievable class. Sub-classes provide additional information about smoke production (s1, s2, s3), flaming droplets (d0, d1, d2), and acidity of gases (a1, a2, a3). For instance, a cable rated B2ca-s1a,d1,a1 indicates high fire performance with low smoke, limited droplets, and low acidity. The CPR categorizes cables into seven fire performance classes, from highest to lowest performance:
Each class requires specific tests. For example, achieving a B2ca or higher class involves a more demanding 30kW fire source test in the EN 50399 standard, compared to the 20.5kW source used for lower classes like Cca and Dca. Additional ratings for smoke production, flaming droplets, and acidity can be added to the class (e.g., B2ca, s1a, d1, a1).



The manufacturer must draw up a DoP, a document that formally declares the product’s fire performance. The CE marking on the product or packaging must reference this DoP. This document must be made available to users, often via a company website.
